JOB TITLE

QUALITY ASSURANCE AND CONTROL MANAGER

JOB SUMMARY

The Quality Assurance and Control Manager is responsible for ensuring all construction, installation, pre-commissioning and commissioning activities on the project are done in line with approved contract documents, client specifications, International Codes and Standards. He is also responsible to ensure that final AS-BUILT documentation are delivered in line with the contract requirements

ROLES & RESPONSIBILITIES

The duties and responsibilities of the Quality Assurance & Control Manager shall include but not limited to the following:

  • Review & Approval of subcontractor Quality documentation.
  • Prepare Quality Assurance and Control Plans (Inspection and Test Plans).
  • Allocate Quality Control personnel to the monitor various work fronts on the project.
  • Work closely with the construction and project manager in dealing with the client on all Quality matters on the project
  • Carry out Prequalification audits on potential subcontractors prior to contract award and monitor all activities to ensure
  • Ensure reports of all inspection activities are compiled and approved by the client
  • Supervises all Welding and NDT activities on site
  • Raise Non-conformance and ensure timely implementation of corrective actions
  • Monitor NDE subcontractor activities
  • Ensure material storage, traceability and preservation are done in line with client requirements
  • Ensure all pre-commissioning activities (Welding, NDT, Pressure Test, Blasting and Painting) are done in line with client specifications
  • Coordinate test pack preparation and get client approval prior to commencement of hydro test
  • Ensure QC team supervise and report all mechanical completion activities on the project
  • Ensure QC team raise punch list and close out of punch items prior to commissioning activities
  • Prepare technical queries and seek client approvals where applicable
  • Manage all project internal and external audits
  • Provide weekly reports on all quality activities on site
  • Ensure Lessons learned on previous projects are implemented and also capture lessons learned on the ongoing project
  • Maintain a log of all weld defect, welder reject rates and project NCRs
  • Ensure all equipment used on the project are duly calibrated
  • Ensure delivery inspections of materials and equipment packages delivered to site are carried out and Material Receiving Reports and Overage, Shortage and Damage reports are issued where applicable
  • Monitor and report all pre-commissioning and commissioning activities on the project
  • Support Project document control team in compilation of final documentation

REQUIREMENTS AND COMPETENCIES

Education:

  • A BSc Degree in an engineering or science related field
    AWS-CWI or CSWIP 3.1 Welding Inspector certification
    NDT Level II in RFI, UT, MT & PT (ASNT or PCN)
    NACE Level II – added advantage
    ISO 9001:2015 Quality Management System Auditor

Experience

Minimum 8 years’ experience in oil and gas Fabrication Quality Assurance and Control. Last 3 of these years must have been in a leadership role. Experience on EPC project is MANDATORY

Knowledge

  • Knowledge of various welding & NDE processes
  • Ability to interpret and understand construction drawings
  • Knowledge of various client specifications and industry codes and standards (API 1104, ASME IX, B31.3, B31.8, AWS D1.1, etc.)
  • Demonstrated success from past experience as Quality Inspector on fabrication projects EPC project
  • Good understanding of engineering and construction documents (Design drawings, shop drawings, Technical Queries, Variation Orders, Report templates, project schedule, etc)
  • Must be able to interphase with all levels within the organization and external parties.
